The Enforcement of Public Price Controls

Price controls differ across industries systematically as predicted by the theory regulators maximize political support. This approach views the price controllers as choosing, subject to technology and budget constraints, the appropriate enforcement to balance the support from holding down prices against the opposition from dead-weight loss. Differences in enforcement depend on weights in the official price index, elasticities of supply and demand, and structural characteristics of industries. Data from the 1971-74 regime of price controls are used to test the theory. The empirical evidence clearly shows the predicted differences in price controls for a cross section of industries.

A Theory of Exchange Rate Determination

This paper develops an equilibrium model of the determination of exchange rates and prices of goods. Changes in relative prices of goods, due to supply or demand shifts, induce changes in exchange rates and deviations from purchasing power parity. These changes may create a correlation between the exchange rate and the terms of trade, but this correlation cannot be exploited by the government to affect the terms of trade by foreign exchange market operations.

Information is an asset to the firm, for it affects the production possibility set and is produced jointly with output. We call this asset of the firm its organization capital. The costs of adjusting the stock of organization capital induce the firm to constrain its growth rate, thus explaining certain facts about firm growth and size distribution. Adjustment costs arise endogenously rather than being assumed.
