The analysis of the main forms of implementation of public-private partnerships in modern terms as a social institution that is the period of formation. Based on the analysis the following classification of forms of public-private partnership. For areas with implementing publicprivate partnerships identified: economic, to provide a joint business with the state and business structures for non-budgetary income; legal, providing for the common organization of the process of business regulation, competition and implement partnerships with the government through the participation of business representatives in working groups to improve relevant legislation; organizational, involving the participation of one side of the other structural units. As the degree of participation of the parties selected partnerships: contractual system based on the system of economic and contractual relations; cooperation in the investment area, which includes a favorable investment climate; lease, concession, trust state property.
The implementation of European integration course for any country - is a complex, long and multifaceted process that is associated not only with the foreign component of the state, but also complex and fundamental package of internal reforms necessary for approaching the state, its political, social -economic, regulatory and legal systems to existing rules and policiesb of the European Union. The key and most difficult tasks for countries planning to join the Union is approaching the standards and policies of the Union in the field of environmental protection.

Indicated that control development as a major means of lawfulness in the country is complicated by the lack of a single legislative act that contained a universal administrative and procedural rules for the control of various regulatory entities. The basic problems and priorities of the state policy in the sphere of physical culture and sports are analyzed. It analyzes the current economy is the sphere of physical culture and sports of Ukraine, identified a number of contradictions, the main of which can be determined as follows: the changing role of the state in providing vital activity of physical culture and sports organizations; active penetration into the sphere of physical culture and sports market relations; The occurrence of the previously alien to the sphere of the private sector; formation of the market of physical culture and sports services. Formed the methodological basis for the development of sphere of physical culture and sports, the introduction of a legislative framework regulating the sphere of physical culture and sports. The main event for the development of the sphere of physical culture and sports in a market economy. It is proposed to develop and apply economic mechanisms of development of services of physical culture and sports, which should be implemented systematically in the main areas. The first is the establishment of a state-level environment conducive to the development of services sphere of physical culture and sports. The second trend - the efficient management of physical culture and sports movement at the level of regions and enterprises of Ukraine, is a competent distribution of funds allocated for physical culture and sports, to promote the development of the private sector of sports and sports services.
The analysis of interaction between enterprises and the state in the process of investment and construction activities and determined that the company and the state must consider and comply with the principles of economic interaction in the market environment: economic freedom, where freedom of choice of enterprises complemented freedom of choice of the state as a business partner and authority; mutual benefit in the implementation of joint projects and programs; coordination of private and public interests in order to ensure economic growth and improved quality of life. The above principles enable to critically assess the possibility of their main forms and models that reflect the interaction between enterprises and the state. Study of the legal framework and effective practice of state participation in economic processes makes it possible to justify an active model of economic interaction between enterprises and the state, based on increasing business activity in construction and economic activity of the state. Terms awareness and implementation of the model of interaction are: social market economy; regulated market; choice of effective ownership; take account of globalization of the economy. Enterprises and the state should jointly resolve issues and coordinate goal-setting, ensuring the availability of resources, human and material reproduction of capital, balance of micro, meso and macro processes. These issues need to display models and practical implementation in the adjustment of economic and social reforms.

The article discussed the basic theoretical principles of state tax policy. It has been proved that the presence of economic transformation processes in Ukraine, the problem of constructing optimal tax system that would unite the interests of taxpayers and the state, necessitating improvement of mechanisms of state tax policy. Assessing the rather high level of theoretical study of these problems was able to identify a number of issues.They are linked to the reform of the tax system, the complexity of the management of most taxes, the lack of fiscal and regulatory promises more effective.
