The Nonuse of Psychological Research at Two Federal Agencies

In 1994 the Government Accounting Office (GAO) issued a report critical of some features of the proposal review processes at the National Science Foundation and the National Institutes of Health. I provide two examples of procedures the agencies could have adopted to address the GAO's criticisms. I also relate the history of the two agencies' reluctance to use the psychological research literature to guide them as their new review procedures were instituted. Finally, I enumerate possible reasons for the agencies' decision not to follow or even test suggestions based on the judgment and decision-making research literature.

Sit-and-Wait Strategies in Dynamic Visual Search

The role of memory in visual search has lately become a controversial issue. Horowitz and Wolfe (1998) observed that performance in a visual search task was little affected by whether the stimuli were static or randomly relocated every 111 ms. Because a memory-based mechanism, such as inhibition of return, would be of no use in the dynamic condition, Horowitz and Wolfe concluded that memory is likewise not involved in the static condition. However, Horowitz and Wolfe could not effectively rule out the possibility that observers adopted a different strategy in the dynamic condition than in the static condition. That is, in the dynamic condition observers may have attended to a subregion of the display and waited for the target to appear there (sit-and-wait strategy). This hypothesis is supported by experimental data showing that performance in their dynamic condition does not differ from performance in another dynamic condition in which observers are forced to adopt a sit-and-wait strategy by being presented with a limited region of the display only.

Voluntary Head Movement and Allocentric Perception of Space

Although visual input is egocentric, at least some visual perceptions and representations are allocentric, that is, independent of the observer's vantage point or motion. Three experiments investigated the visual perception of three-dimensional object motion during voluntary and involuntary motion in human subjects. The results show that the motor command contributes to the objective perception of space: Observers are more likely to apply, consciously and unconsciously, spatial criteria relative to an allocentric frame of reference when they are executing voluntary head movements than while they are undergoing similar involuntary displacements (which lead to a more egocentric bias). Furthermore, details of the motor command are crucial to spatial vision, as allocentric bias decreases or disappears when self-motion and motor command do not match.

Gesturing and Naming

Studies using functional imaging show reliable activation of premotor cortex when observers view manipulable objects. This result has led to the view that knowledge of object function, particularly the actions associated with the typical use of objects, may play a causal role in object identification. To obtain relevant evidence regarding this causal role, we asked subjects to learn gesture-color associations and then attempt to identify objects presented in colors denoting functional gestures that were congruent or incongruent with the objects' use. A strong congruency effect was observed when subjects gestured the use of an object, but not when they named an object. We conclude that our procedure constitutes a sensitive measure of the recruitment and causal role of functional knowledge and that this recruitment is not present during object naming. Preliminary evidence, however, indicates that gestures evoked by the volumetric shape of an object do contribute to object naming.

Forward and Backward Recall

How do people retrieve information in forward and backward recall? To address this issue, we examined response times in directional recall as a function of serial position and list length. Participants memorized lists of four to six words and entered responses at the keyboard. Recall direction was postcued. Response times exhibited asymmetry in terms of direction. In forward recall, response times peaked at the first position, leveling off for subsequent positions. Response times were slower in backward recall than in forward recall and exhibited an inverse U-shaped function with an initial slowdown followed by a continuous speedup. These asymmetries have implications for theoretical models of retrieval in serial recall, including temporal-code, rule-based, and network models. The response time pattern suggests that forward recall proceeds in equal steps across positions, whereas backward recall involves repeated covert cycles of forward recall. Thus, retrieval in both directions involves a forward search.

Phonological Influences on Lexical (Mis)Selection

Speakers produce words to convey meaning, but does meaning alone determine which words they say? We report three experiments that show independent semantic and phonological influences converging to determine word selection. Speakers named pictures (e.g., of a priest) following visually presented cloze sentences that primed either semantic competitors of the target object name ("The woman went to the convent to become a..."), homophones of the competitors ("I thought that there would still be some cookies left, but there were..."), or matched unrelated control object names. Primed semantic competitors (nun) were produced instead of picture names more often than primed unrelated control object names, showing the well-documented influence of semantic similarity on lexical selection. Surprisingly, primed homophone competitors (none) also substituted for picture names more often than control object names even though they only sounded like competitors. Thus, independent semantic and phonological influences can converge to affect word selection.

“Blaming The Victim” Under Memory Load

When presented with negative outcomes, people often engage in counterfactual thinking imagining various ways that events might have been different. This appears to be a spontaneous behavior, with considerable adaptive value. Nevertheless, counterfactual thinking may also engender systematic biases in various judgment tasks, such as allocating blame for a mishap, or deciding on the appropriate compensation to a victim. Thus, counterfactuals sometimes require thought suppression or discounting, potentially resource-demanding tasks. In this study. participants made mock-jury decisions about control and counterfactual versions of simple stories. The judgments of two groups of participants, differing in their respective levels of working memory capacity, were compared. In addition, all participants held memory loads during various stages of the primary task. Lower-span individuals were especially susceptible to bias associated with the counterfactual manipulation, but only when holding memory loads during judgment. The results suggest that counterfactual thoughts arise automatically, and may later require effortful, capacity-demanding suppression.

On the Broad Applicability of the Affective Circumplex

Studies of affective experience are guided by the assumption that the structure of affect generalizes across people. Yet this assumption has not been tested among educationally and economically diverse community residents or among individuals with psychopathology. This study explicitly examined the broad applicability of the valence-arousal circumplex and whether schizophrenia patients and nonpatients have comparable knowledge structures of affective phenomena. Patients and nonpatients completed similarity ratings of 120 pairs of affect words. Similarity judgments were analyzed separately for each group using a multidimensional scaling procedure, and solutions were compared. Results revealed the same two-dimensional valence-arousal solution for schizophrenia patients and nonpatients, although there were subtle differences between the groups. These findings provide additional evidence that the circumplex model is a useful formalism for representing affective phenomena across diverse populations, and they bolster confidence in existing interpretations of schizophrenia patients' reports of affective experience.

Global Transsaccadic Change Blindness During Scene Perception

Each time the eyes are spatially reoriented via a saccadic eye movement, the image falling on the retina changes. How visually specific are the representations that are functional across saccades during active scene perception? This question was investigated with a saccade-contingent display-change paradigm in which pictures of complex real-world scenes were globally changed in real time during eye movements. The global changes were effected by presenting each scene as an alternating set of scene strips and occluding gray bars, and by reversing the strips and bars during specific saccades. The results from two experiments demonstrated a global transsaccadic change-blindness effect, suggesting that point-by-point visual representations are not functional across saccades during complex scene perception.

Sleep Deprivation Influences Some but Not All Processes of Supervisory Attention

Does one night of sleep deprivation alter processes of supervisory attention in general or only a specific subset of such processes? Twenty college-aged volunteers, half female, performed a choice reaction time task. A cue indicated that compatible (e.g., right button, right-pointing arrow) or incompatible (e.g., left button, right-pointing arrow) responses were to be given to a stimulus that followed 50 or 500 ms later. The paradigm assessed response inhibition, task-shifting skill, and task strategy-processes inherent in supervisory attention. Performance, along with heart rate, was assessed for 12 hr following normal sleep or a night of complete sleep deprivation. Sleep deprivation altered neither preparation for task shifting nor response inhibition. The ability to use preparatory bias to speed performance did decrease with sleep deprivation. Sleep deprivation appears to selectively affect this supervisory attention process, which is perceived as an active effort to cope with a challenging task.
