Autonomous Control of the Economic System

The possible impact of autonomous (vs. the price mechanism and directive control) on the functioning of an economic system is studied. It sheds some light on similarities among economic systems that are quite different in their higher functioning. The survival and stability conditions for a Leontief-type economy demonstrate the role stock signals can play in controlling the behavior of producers and consumers. COMPLICATED SYSTEMS FULFILLING a number of duties are controlled, generally, by multi-stage regulators consisting of both simple and complex mechanisms. For example, some of the functions of the spaceship are controlled by simple, built-in servomechanisms; others are guided half-automatically from the earth; and still others are guided directly by handpower of the astronauts. Or let us take a higher living organism, the human body, say. Some of its functions, respiration, digestion, blood circulation, functioning of the heart, lungs, stomach, intestines, and kidneys are controlled by the autonomous (vegetative) nervous system; other functions by the central nervous system. An economy is also a complicated system, fulfilling a great number of functions. Its processes are controlled by several kinds of mechanisms of low and high degree. The low degree following the physiological analogy, is called autonomous (vegetative) control.2 The first section of our study explains the idea of the control mechanism, draws comparisons between the different mechanisms, and presents some empirical findings. Sections 2 and 3 analyze the autonomous theoretically, with the aid of a general and a special model. In the fourth section we draw conclusions and comment on the previous theoretical analysis

Inflation and Monetary Velocity in Latin America

CONTROVERSIES involving inflation, particularly inflation in developing countries, have usually focused on Latin America.1 One major point which emerges from these controversies is the distinction between a fully anticipated, fully adjusted inflation and an inflation which proceeds with such irregularity that economic agents are able neither to anticipate nor to adjust completely. To the extent that individuals can anticipate and adjust to inflation, a higher rate of inflation will cause the income velocity of money to rise, as attempts are made to exchange money for hedges against inflation.' The influence of inflation on monetary velocity is less clear, however, under the conditions of imperfect anticipation and adjustment which prevail in Latin America. Not only are the rates of inflation in most Latin American countries high, but they also tend to be highly variable. In addition, most Latin American countries have less than perfect markets for hedging against inflation, and these are further restricted by the regulations often imposed on interest rates, prices and international trade in the wake of inflationary conditions.' The present paper examines the impact of inflation on the income velocity of money for sixteen Latin American countries over the period 1950-1969. Such an examination not only indicates the sensitivity of demand for real cash balances to changes in the price level, but also reflects the extent to which economic agents under conditions prevailing in Latin America can anticipate inflation and adjust by hedging. Aside from Cagan's well-known work on hyperinflation (Friedman, 1956, pp. 25117), most empirical studies of the demand for money in individual countries conclude that inflation does not have a significant impact on velocity.4 These studies generally argue that the small changes in the price level usually observed cannot be adequately anticipated or are not large enough to cover the costs of adjustment. A recent article by Melitz and Correa (1970) on international differences in income velocity, like most studies of individual countries (but contrary to theoretical expectations), also concludes that inflation does not influence velocity. This article, like the present study, uses international comparisons, but the findings differ substantially. Melitz and Correa find that the coefficient for the impact of inflation on velocity does not have the expected sign and therefore omit the inflation variable from further consideration. They argue that price changes are important only in cases of hyperinflation and that adjusting to mild inflation is too costly and difficult to be worthwhile. Required Disclosure and the Stock Market: An Evaluation of the Securities Exchange Act of 1934

The Securities Exchange Act of 1934 was one of the earliest and, some believe, one of the most successful laws enacted by the New Deal. The stock market crash in 1929 and the Great Depression provided the impetus for reform of the stock markets in the belief that weaknesses of the institutions and ineptitude and/or chicanery among brokers and bankers were partially responsible for the losses incurred by stockholders. Although many critics, reformers and congressmen wanted Congress to enact blue skies legislation that would require all securities sold and traded to be approved by the federal government, President Franklin Roosevelt preferred the concept of (see Francis Wheat (1967)). Rather than having the government approve or disapprove securities, corporations whose securities are publicly sold and traded are required to disclose a large amount of predominantly financial information to the Securities and Exchange Commission (SEC) who make these data available to the public. Indeed, the Securities Exchange Act is described in its title and usually referred to as a statute. Although the financial community generally opposed this legislation and the preceding Securities Act of 1933,1 most brokers, investors and government officials probably would find it difficult to conceive of the successful operation of the stock markets without the Securities Acts. Yet the economic rationale for the regulation of the securities markets was not examined carefully before the legislation was passed (which is not surprising, given turbulent times) nor has it been since,2 even though the Securities Act of 1934 was extended in 1964 to include most corporations whose stock is publicly owned. Such an examination of one important part of the law-the financial disclosure requirements-is presented here. This analysis is particularly timely because the SEC appears to be shifting its emphasis towards increasing the disclosure requirements of almost all corporations whose stock is traded in the markets.3
