A Synthesis of the Economic and Demographic Models of Fertility: An Econometric Test

D ISTRIBUTION of the population by urban, rural nonfarm and farm residence is one of the oldest and most established causes of differentials in fertility cited by demographers.' Geographical region is also frequently mentioned in demographic studies as a source of variation in fertility in the United States. Race and social class, the latter often measured by occupational status, are additional variables popular with both demographers, and less specialized sociologists, as sources of variation in fertility.2 In most of the studies by demographers, a major difficulty with the factors proposed as causes of variation in fertility is that there is no way of knowing whether the variables are separate and independent explanations of birth rate differentials. To some extent, this is due to the fact that the statistical methodology consists of simple correlations, or more frequently, tabular and graphical presentations, which limit the analysis to two or three dimensions. A more fundamental criticism is that the discussion of the causal relationship between the independent variables and the fertility differentials does not attempt to assay whether basic factors, such as income and economic conditions, and the costs and benefits of having children, are common explanations of the variations in fertility by community of residence, geographical region, class, race, etc. Analyses of birth rate differentials by economists usually are based on a stronger statistical methodology than the studies by demographers but suffer from a similar weakness in their analytical formulation. independent contribution of the variables to fertility differentials is determined by means of multiple regression or partial correlation analysis. Although meaningful statistically, the regression results usually afford little insight into the fundamental relationship between population growth and economic development and/or economic conditions. One source of confusion in economic crosssection studies of birth rates may be the unfortunate choice of data. Some economists apparently ignore the demographers' findings that a considerable portion of the variance in fertility within a country is due to geographical differentials, and attempt a cross-section analysis of fertility on a very heterogeneous sample composed of different countries.3 It would seem that a more homogeneous sample of observations within a country is a more propitious beginning for an interpretation of the relationship between birth rates and economic variables. Economists have benefited from one of the findings of demographers. A popular variable for inclusion is the fraction of the population classified as farm or the per cent of the labor force employed in nonagricultural industries. Gaining a Foothold in Systems Education.

During the past few years, a shortage of business systems personnel has developed a shortage at all levels, including operating personnel, programmers, analysts, and managers. This article presents a case history of how the problem emerged in Hawaii, how it was studied, and how a promising solution was developed. The solution, a university course designed for accounting students which utilizes a field-trip format, is presented as an effective method for gaining momentum in business systems education. It is only through strengthened systems education at the college level that the demand for systems practitioners can be ultimately met. To attack the problem of inadequate systems education, late in 1967 the University of Hawaii, local business firms, and several professional societies pooled their resources and efforts. To the educators, business managers, and officers of the participating societies it became obvious that systems education is particularly responsive to cooperative effort, and that the course which evolved could be of interest to many members of the systems profession. Improving the supply of college trained systems recruits is the only long-term solution to the imbalance of personnel supply and demand in systems work. The current dilemma, in Hawaii, involves both inadequate educational offerings and an absence of student interest. Analysis of student needs and abilities resulted in the development of a field-trip format for the introductory systems course. Systems practitioners agreed to take part. The approach proved highly effective for learning, for recruiting students to the promising area of systems and for utilizing valuable field education resources.

"Funds" Statements: A Historical Perspective.

The article discusses the historical perspectives of "Funds Statement." The American Institute of Certified Public Accountants completed a research study on the subject of "funds" statements in 1961 and issued an Opinion of the Accounting Principles Board in 1963. The official pronouncement was the first on "funds" statements by a major accounting body and has had the effect of increasing the use of "funds" statements in corporate annual reports. The basic theme of this article is that needless confusion in preparing and interpreting "funds" statements in corporate annual reports still exists after a century of discussion and practice. The "funds" statement is being required to report all items of financial information and perspectives not disclosed by the income statement, balance sheet and statement of retained earnings. This means that the "funds" statement must report changes in some definition of liquidity, reveal all important "inter-entity" transactions, somehow reconcile the cash and accrual bases of accounting, be flexible, report different perspectives and readily communicate with laymen.
