Statistical Inference for Stochastic Dominance and for the Measurement of Poverty and Inequality

We derive the asymptotic sampling distribution of various estimators frequently used to order distributions in terms of poverty, welfare, and inequality. This includes estimators of most of the poverty indices currently in use, as well as estimators of the curves used to infer stochastic dominance of any order. These curves can be used to determine whether poverty, inequality, or social welfare is greater in one distribution than in another for general classes of indices and for ranges of possible poverty lines. We also derive the sampling distribution of the maximal poverty lines up to which we may confidently assert that poverty is greater in one distribution than in another. The sampling distribution of convenient dual estimators for the measurement of poverty is also established. The statistical results are established for deterministic or stochastic poverty lines as well as for paired or independent samples of incomes. Our results are briefly illustrated using data for four countries drawn from the Luxembourg Income Study data bases.

Statistical Inference for the Measurement of the Incidence of Taxes and Transfers

We establish the asymptotic sampling distribution of general functions of quantile-based estimators computed from samples that are not necessarily independent. The results provide the statistical framework within which to assess the progressivity of taxes and benefits, their horizontal inequity, and the change in the inequality of income which they cause. By the same token, these findings characterise the sampling distribution of a number of popular indices of progressivity, horizontal inequity, and redistribution. They can also be used to assess welfare and inequality changes using panel data, and to assess poverty when it depends on estimated population quantiles. We illustrate these results using micro data on the incidence of taxes and benefits in Canada.

Housing Quality, Maintenance and Rehabilitation

This paper investigates a representative landlord's profit-maximization problem in a stationary economy. The landlord must decide on the quality of his housing units at the time of construction, maintenance expenditure over the life of the building, and the time of demolition or rehabilitation. The analysis can be applied to other problems with similar economic structure, notably equipment and durable good maintenance, overhaul and replacement.

Distribution-Free Statistical Inference with Lorenz Curves and Income Shares

The paper considers the problem of statistical inference with estimated Lorenz curves and income shares. The full variance-covariance structure of the (asymptotic) normal distribution of a vector of Lorenz curve ordinates is derived and shown to depend only on conditional first and second moments that can be estimated consistently without prior specification of the population density underlying the sample data. Lorenz curves and income shares can thus be used as tools for statistical inference instead of simply as descriptive statistics.

Some Non-Nested Hypothesis Tests and the Relations Among Them

In this paper we discuss several statistical techniques which may be used to test the validity of a possibly non-linear and multivariate regression model, using the information provided by estimating one or more alternative models on the same set of data. We first exposit, from a different perspective, the tests proposed by us in Davidson and MacKinnon (1981a), and discuss modified versions of these tests and extensions of them to the multivariate case. We then prove that all these tests, and also the tests previously proposed by Pesaran (1974) and Pesaran and Deaton (1978), based on the work of Cox (1961, 1962), are asymptotically equivalent under certain conditions. Finally, we present the results of a sampling experiment which shows that different tests can behave quite differently in small samples.

A New Form of the Information Matrix Test

A new form of the information matrix test is developed for a wide variety of statistical models. The test is constructed against an explicit alternative with random parameter variation. It is computed using a double-length artificial regression instead of the more conventional outer-product-of-the-gradient regression, which is known to have very poor finite-sample properties. In Monte Carlo experiments for the case of univariate linear regression models, the new form performs remarkably well. Some approximate finite-sample distributions are also calculated for this case and lend support to the use of the new form.

Implicit Alternatives and the Local Power of Test Statistics

The local power of test statistics is analyzed by considering sequences of data-generating processes (DGPs) that approach the null hypothesis without necessarily satisfying the alternative. The three classical test statistics-LR, Wald, and LM-are shown to tend asymptot ically to the same random variable under all such sequences. The powe r of these statistics depends on the null, the alternative, and the sequence of DGPs in a geometrically intuitive way. This implies that, for any statistic that is asymptotically chi-squared under the null, there exists an "implicit alternative hypothesis" against which that statistic will have highest power.

Several Tests for Model Specification in the Presence of Alternative Hypotheses

Several procedures are proposed for testing the specification of an econometric model in the presence of one or more other models which purport to explain the same phenomenon.These procedures are shown to be closely related, but not identical, to the non-nested hypothesis tests recently proposed by Pesaran and Deaton [7], and to have similar asymptotic properties..They are remarkably simple both conceptually and computationally, and, unlike earlier techniques, they may be used to test against several alternative models simultaneously.Some empirical results are presented which suggest that the ability of the tests to reject false hypotheses is likely to be rather good in practice.
