The Federal Poverty Thresholds: Appearance and Reality

Although derived from the USDA economy food plan, the Federal poverty thresholds have no real basis in a criterion of nutritional adequacy, but are a relative measure of poverty, suggesting that biological minima cannot be used to define poverty in a developed country.
